Landuse strategy

I have been thinking about what could be landuse guidelines for vacant plots in unorganized colonies of Delhi. Most of the unorganized colonies will over time get demolished and will be replaced by either high rise multistoried flats. This has been seen almost all cities. High rise multiple flast in place of single house on vacant plot is much profitable. Also if done carefully, this will lead to conversion of unorganized colonies to organized residential complexes. But as the development of such area happens in fragments, these land peices may be another unplanned cluster of highrise multistories flats. But in all such development, existing vacant plots can play an important roles. As most of these pieces are owned by Govt as either parks or just land left as it is as they cannot be used for anything else. The Govt. should have legislation that all such peices of land be left as either parks or reserve forest land. This will enable some green spaces when high rise building cluster start coming up. Further the guidelines for making the building should be enforced strictly for all new upcoming building specially considering that Delhi is prone to earthquakes. All new building should get their designs approved. Usually this responsiblity lies with MCD and the municipal concilors who are usually not well educated and does not understand the gravity of playing with the guideline, use this as opportunity to collect bribe and allow any kind of construction to happen. Legislation to strictly deal with the corruption by concilors and municipality officials  should be there. Further the mechanism to enforce this should be ascertained. We cannot play with the future of Janta (public) by taking advantage of their ignorance.

Update on the problem- 05 July 2006

In my earlier postings, I had mentioned about the notices from Delhi Waqf Board being sent to six people who are active against the land mafia. Today, i.e. 05 July 2006, the persons who were served notices went to Delhi Waqf Board as per the notice to put up their view and replies. They had shown the documents, consisting of award by Delhi Government, which shows that the land was acquired by Delhi Government in 1968, and only 01 Beegha is the graveyard land which falls in khasra 138/2. This is the land which belongs to Delhi Waqf Board and their notices, asking these six people to vacate the khasra no. 137, 138 and 139, are not proper . In fact, their are 600 houses in these khasra numbers, and the notice should have been sent to all the 600 houses. This itself proves that the notices were sent with malafied intentions.

The Delhi Waqf Board officer had noted the points and has said that he will consult the legal cell in this regard.

What can be done with this vacant land?

Delhi is having a big pollution problem. The Delhi Govt. is trying to put in greenry all around to resolve this problem. This vacant piece of land provide such an opportunity to put a green area pocket. This will reduce dust, heat and pollution. Since, the part of the land was earlier used as graveyard, it will not be possible to use it for some other purpose.

Once the trees are there all across, the air quality will improve and it will also act as water recharging area to take care of falling water level.

In order to do so, the Delhi Govt. has to come out of its cocoon of politics (Which is difficult but not impossible for Ms. Shiela Dixit, CM, Delhi considering the internal dynmics of Congress party) and take a firm stand to decide on it. This will be difficult considering Delhi Waqf board is now misusing its power to grab this whole peice (while part of it was with it and is of no use to it at the moment. They cannot even sell it to make money since it was used as graveyard and people's sentiments are attached to graves.) and the land on which more than 1000 houses are there which are legally now owned by the residents.

LET NATURE TAKE CARE OF SUCH AREA AND THE BURIED SOULES WHICH WAS GIVEN BACK TO NATURE AT SOME POINT OF TIME.

Connivance of antisocial landmafia elements with Congress leaders in Delhi

The case pertains to a piece of land in Rajgarh Colony, in East Delhi, India. The muslim person named Mohd. Khalid who declares that he owns the land and waqf board has given it to him. As per the land record this piece of land is owned by MCD. This whole piece of land was aquired by Delhi Governemnt and was latter shifted to DDA and then to MCD. The reason around this piece of land was sold of by the owners long back even earlier than 1968. This is evident from the sale deeds and transfer of power of attorney which are registered with Delhi Administration (now Govt. of Delhi.).

Now Mohd. Khalid is harrassing the people by manipulating the waqf board to send the notice to people selectively to vacate their houses. This is how the waqf board mechanism is being used by him to blackmail people. The Delhi waqf board is currently headed by person deputed by Congress Govt. and MP, MLA and MCD councillor are aware of this and have been approached for the help. They have shown their inability to help since the elections are due in next one year and they would like put a nice face to muslims for their votes. But all this politics on the cost of innocent people is pathetic. On further investigation it was found that one MLA, Matin Ahman is chairman of Delhi Waqf Board and is doing this to pressurise people to surrender and to extort money from them.

In fact further investigations revealed that a property dealer named Narendra Kumar Sharma urf "Nanu", Arvinder Singh Lovely the local MLA, Varyam Kaur - local counciler, Ali Ahmad, Mushtaq all of Congress party are jointly involved in this illegal activity. They are aiming at capturing the MCD land and using it for making money later on. This is an example how few muslims are trying to capture valid property of others and MCD for their own benefits, creating the hindu-muslim tension.

Further investigations into the history of Mr. Khalid and Ali Ahmad, it was amazing to know that he never had sufficient to survive in past. In last ten years, suddenly he aquired a large amount of wealth. In fact his children/ relatives children (named Bobby and Happy) have been seen with the firearms. There exist a possibility of their connections with terrorists organisation. There exist the possiblity of them being courier of firearms for terrorists. This need to be investigated further. Usually any such person will seek political support and will do anything for politicians in lieu of that.

On further investigation, it was found that Nanu is a professional criminal. He has been involved in many highway robberies and there are many police cases pending against him. Further he is involved with terrorist organisations.

The congress party leader seems to be knowing all this and due to some reason are supporting these antisocial elements.
