Landuse strategy

I have been thinking about what could be landuse guidelines for vacant plots in unorganized colonies of Delhi. Most of the unorganized colonies will over time get demolished and will be replaced by either high rise multistoried flats. This has been seen almost all cities. High rise multiple flast in place of single house on vacant plot is much profitable. Also if done carefully, this will lead to conversion of unorganized colonies to organized residential complexes. But as the development of such area happens in fragments, these land peices may be another unplanned cluster of highrise multistories flats. But in all such development, existing vacant plots can play an important roles. As most of these pieces are owned by Govt as either parks or just land left as it is as they cannot be used for anything else. The Govt. should have legislation that all such peices of land be left as either parks or reserve forest land. This will enable some green spaces when high rise building cluster start coming up. Further the guidelines for making the building should be enforced strictly for all new upcoming building specially considering that Delhi is prone to earthquakes. All new building should get their designs approved. Usually this responsiblity lies with MCD and the municipal concilors who are usually not well educated and does not understand the gravity of playing with the guideline, use this as opportunity to collect bribe and allow any kind of construction to happen. Legislation to strictly deal with the corruption by concilors and municipality officials  should be there. Further the mechanism to enforce this should be ascertained. We cannot play with the future of Janta (public) by taking advantage of their ignorance.
